Capital Development Authority

The planning and development authority for Islamabad Capital Territory. How it differs from DHAI, and how sale or purchase works.

What CDA is

The Capital Development Authority (CDA) plans and develops Islamabad Capital Territory. The capital is laid out in lettered sectors (for example the F, G and I series) with parks, markets and a commercial spine known as Blue Area.

CDA also regulates many private housing schemes in the wider ICT zones. A house inside a classic CDA sector is not the same paperwork as a plot inside DHAI.

Where people buy

  • Established residential sectors such as the F and G series near the Margalla foothills and Blue Area
  • Later sectors as CDA opens or develops them
  • Private schemes in ICT zones that carry CDA planning approval (always check the current status)

How CDA differs from DHAI

  • CDA is the capital's public planning authority. Transfers for CDA-allotted plots and houses go through CDA estate processes.
  • DHAI is a separate defence housing authority with its own membership and transfer desk for its phases.
  • Location: CDA sectors form the planned capital grid; DHAI phases sit mainly on the Expressway / GT Road corridor toward Rawalpindi.

Sale and purchase, in plain terms

  1. Verify the property

    Confirm the sector, plot and that dues and title are clear. CDA publishes an online property verification service for many records.

  2. Transfer through CDA

    For CDA-allotted property, change of title is handled through CDA (often via its One Window). Both sides submit the papers CDA lists for that case.
